A Positive Shift for Community Engagement in the New National Environmental Standard

The release of the new National Environmental Standard (Community Engagement) 2026 marks an important step forward for how community engagement is recognised and approached in environmental decision-making.

Engagement Institute made a detailed submission during the development of the Standard and engaged directly with the Department of Climate Change, Energy, the Environment and Water (DCCEEW), drawing on the practical experience of our members and the Engagement Institute Principles.

We’re encouraged to see several of the principles we advocated for reflected in the final Standard.

From Consultation to Meaningful Influence

At the heart of meaningful engagement is a simple idea: asking people for their views is not enough. Engagement needs to give people clarity about how they can participate and how their input relates to decisions.

The new Standard reinforces important expectations for engagement, including that:

• public input should inform decisions, rather than simply be collected
• people should understand what they can influence
• engagement should be a two-way conversation
• engagement should begin early enough to help shape planning and design
• online engagement should be used where appropriate, rather than as an automatic default
• barriers to participation should be actively addressed
• engagement should be transparent, inclusive, responsive and accountable.

These are important foundations for building trust and strengthening relationships with communities affected by environmental decisions.

Turning the Standard Into Practice

The Standard establishes an important national baseline, but its impact will ultimately depend on how it is applied.

For engagement professionals, organisations and decision-makers, the opportunity now is to translate these expectations into practical engagement approaches that give communities a meaningful voice and provide decision-makers with better information.

Done well, this means moving beyond engagement as a compliance exercise or consultation period. It means listening, learning and creating genuine opportunities for community input to contribute to better decisions.
