Why Quality Engagement Starts Before Decisions Are Made

Why Quality Engagement Starts Before Decisions Are Made

Meaningful engagement shouldn’t begin after the big decisions have already been made. Bringing communities and stakeholders into the conversation earlier helps identify risks, build trust and deliver better outcomes.

In a recent article published in Consult Australia’s Consulting Matters, Engagement Institute CEO Marion Short makes the case for involving communities from the outset, alongside technical, environmental and commercial expertise.

In The Decision Before the Decisions, Marion highlights an important question for engagement professionals: it’s not simply whether engagement has taken place, but how community input has helped improve decisions.

Building a shared understanding of quality engagement

This thinking is also helping shape Engagement Institute’s emerging Quality Framework for Community and Stakeholder Engagement.

As expectations of engagement continue to grow, the Framework will bring together principles, ethics, policies, practical guidance, professional capability and evaluation into one connected system to support more consistent, high-quality engagement.

A key component is the development of a new Quality Assurance Standard, designed to help practitioners and organisations assess engagement quality throughout the project lifecycle, from early planning through to evaluation and continuous improvement.

Together with existing initiatives such as EngageMark, this work aims to strengthen professional practice, provide clearer benchmarks for quality and demonstrate how meaningful engagement contributes to better decisions.

With development and testing progressing through 2027, the focus is on creating practical, credible guidance that supports both engagement professionals and the organisations they work with.
