Health AI Needs Public Trust, Not Just Regulation

AI Is Already Moving Into Healthcare

Artificial intelligence is no longer a future issue for healthcare.

It is already being used to support diagnosis, treatment, patient support and health service operations. The Australian Government’s Artificial Intelligence In Health Care page notes that AI is being used across Australian healthcare and outlines work underway to ensure it is used safely, fairly and responsibly.

That shift brings real promise. AI can support clinicians, streamline administration, improve detection and help services respond faster.

But in health, efficiency is never the whole story.

The big question is not only, “Can AI improve care?”

It is also, “Will people trust how AI is being used in their care?”

Regulation Matters — But It Is Not The Whole Trust Story

The Australian Government has completed a Safe And Responsible Artificial Intelligence In Health Care Legislation And Regulation Review, which considered how AI is being used, who is affected, what risks may need regulation, and how benefits can be enabled while preventing harm.

This matters. Healthcare needs strong regulation, safety standards and accountability.

But public confidence will not be built through regulation alone.

Patients, carers and communities also need to understand when AI is being used, how it affects decisions, what data is involved, what human oversight exists, and what choices or safeguards are available.

Without that clarity, even well-intentioned AI tools can feel opaque, imposed or unsafe.

People Need Plain-English Transparency

The Australian Commission on Safety and Quality in Health Care has released an AI Clinical Use Guide, designed to support clinicians, together with patients, to use AI safely and responsibly in patient care. The guide is structured around what to consider before, during and after using AI tools.

For engagement professionals, this is where the work becomes practical.

Health organisations need to explain AI in language people can actually use. Not vague reassurance. Not technical fog. Not a one-line consent statement buried in a form.

People need clear answers:

  • Is AI being used in my care?
  • What is it helping with?
  • Who checks the result?
  • What happens if the AI is wrong?
  • Can I ask questions or opt out?
  • How is my data protected?
  • Who is accountable?

These are engagement questions as much as technology questions.

Bias, Privacy and Accountability Are Engagement Issues

Engagement Institute’s thought leadership on AI in engagement practice highlights recurring concerns around data privacy, security, bias, fairness, transparency, governance and human oversight. It also stresses the need for open communication about how AI is used, its benefits and limitations, and the importance of involving diverse perspectives in ethical AI frameworks.

Those issues become even more sensitive in healthcare.

If AI tools are trained on incomplete data, they may not work equally well for every community. If data governance is unclear, patients may worry about privacy. If human oversight is weak, people may fear decisions are being automated without accountability.

This is where engagement professionals can add serious value.

They can bring consumer, clinician, carer and community voices into AI planning before tools are rolled out. They can test whether explanations make sense. They can surface concerns early. They can help organisations move from “trust us” to “here is how trust is protected.”

Trust Must Be Built Before the Rollout

Too often, engagement happens after a system has already been chosen.

That is risky.

Health AI needs engagement before procurement, before implementation and before public concern hardens. Communities should have a say in what problems AI is being used to solve, what safeguards are needed, and what level of transparency is expected.

The goal is not to make everyone an AI expert.

The goal is to make AI-enabled care understandable, accountable and responsive to the people it affects.

Vital Engagement Takeaway

AI may help healthcare move faster.

But trust will depend on whether health organisations can explain it clearly, govern it responsibly and involve people meaningfully from the beginning.
