Engagement Institute Advocates for Meaningful Engagement in Environmental Reforms

Engagement Institute has continued its advocacy for meaningful community and stakeholder engagement with a submission on the next phase of Australia’s environment protection reforms.

Submitted to the Australian Government’s Environment Law Reform Taskforce, our response focuses on how engagement, transparency and accountability should be embedded in the regulations that will support Australia’s new national environmental laws. It builds on Engagement Institute’s previous submissions and involvement in the development of the reforms.

Engagement as a project enabler

Engagement Institute supports the direction of the reforms, including the application of the National Environmental Standard for Community Engagement across individual approvals, bioregional plans and strategic assessments.

Our submission makes the case that meaningful engagement should be seen as a project enabler — not a barrier to faster assessment and delivery.

Clearer requirements, earlier preparation and better coordination can support more efficient assessment while maintaining meaningful opportunities for communities to participate. Reducing engagement requirements in the interests of speed can instead create risks that emerge later in a project.

We are advocating for engagement to happen early enough to genuinely inform decisions, with clear evidence of its quality and outcomes — not simply evidence that consultation activities took place.

What We Are Advocating For

Engagement Institute has made nine recommendations, including:

  • requiring evidence of the quality and outcomes of engagement, rather than simply recording activities
  • making sufficient engagement evidence part of determining whether projects are ready for streamlined assessment
  • protecting reasonable participation timeframes and accessible, non-digital options
  • requiring proponents to clearly report what communities said, how their input was considered, what changed and why
  • strengthening engagement in bioregional planning and strategic assessments
  • better coordinating engagement across Commonwealth, state and territory processes
  • involving affected communities and Traditional Owners in restoration priorities and monitoring
  • embedding culturally safe First Nations engagement and Indigenous Data Sovereignty while the dedicated First Nations standard is developed
  • building engagement capability, quality assurance and measurable accountability into implementation.

A central theme is closing the loop. Where community feedback does not result in a change, people should still be able to understand why. Where it does influence a project or decision, that impact should be visible.

Championing Engagement in Decision-Making

This submission forms part of Engagement Institute’s broader advocacy work to strengthen recognition of community and stakeholder engagement as a professional discipline and embed meaningful engagement in the decisions that affect communities.

The reforms present an important opportunity to ensure the new Community Engagement Standard translates into meaningful practice — from the earliest stages of project planning through to assessment, implementation, monitoring and review.

Engagement Institute has also offered to continue working with the Department of Climate Change, Energy, the Environment and Water and the National EPA on implementation guidance, practitioner testing and capability building.
