Engagement Institute Submits on New Zealand Planning Bill

The Engagement Institute has lodged a formal submission on New Zealand’s Planning Bill, focusing on how the proposed reforms will shape opportunities for meaningful community and stakeholder engagement.

We support the Bill’s shift toward earlier, more strategic engagement through national instruments, spatial plans and land use plans. Moving engagement upstream can reduce duplication and improve certainty — provided it is inclusive, well-resourced and clearly linked to decision-making.

Our submission recommends explicitly embedding people and communities in the purpose and goals of the Bill, ensuring public feedback is considered in decision-making, and including engagement expertise on technical advisory groups and spatial plan committees.

We also emphasise the need for spatial and land use plans to remain dynamic, with mechanisms to revisit and adapt plans as communities change. Effective planning reform depends not only on structure, but on capability — and meaningful engagement must be built into both.
