AI in Engagement — Does Human Judgement Still Matter?

AI in Engagement — Does Human Judgement Still Matter?

Artificial intelligence is playing an increasingly prominent role in engagement practice — primarily in supporting analysis rather than replacing it.

Across government and infrastructure sectors, AI is being used to process large volumes of feedback, identify themes, and improve efficiency in consultation processes. This reflects broader adoption trends highlighted by the World Economic Forum, which notes the growing use of AI to support decision-making across public sector contexts.

However, the application of AI in engagement raises important considerations.

The Engagement Institute’s Exploring the Impact of AI on Engagement Practice highlights that while AI can improve efficiency, it cannot replace the human elements of engagement — particularly when it comes to understanding context, values and lived experience.

There are also ongoing concerns around:

  • Bias in AI-generated outputs

  • Transparency in how insights are derived

  • Maintaining trust in decision-making processes

As a result, the role of AI in engagement is emerging carefully.

It is being used to support practitioners — not replace them.

And the effectiveness of that approach depends on maintaining human oversight, professional judgement, and a clear understanding of the limits of the technology.
